Climate Justice State and Local Policy Manager - National Partnership for New Americans

The National Partnership for New Americans (NPNA) is hiring a Climate Justice State and Local Policy Manager (for 12 months) to coordinate work advancing immigrant inclusion in climate resilience and just transition policies at the state and local level.
The Climate Justice State and Local Policy Manager will work with NPNA members to develop and advance model policies and campaigns for immigrant inclusion in climate resilience, just transition and clean energy policy. The Climate Justice State and Local Policy Manager will provide support and technical assistance to NPNA members working for a just and equitable recovery from climate disasters and extreme weather events. They will manage NPNA’s Just Transition working group and coordinate with NPNA’s programs and policy teams, legal services collective and Cities and Counties for Citizenship network to promote a community of learning around Climate Justice in the immigrant rights movement.
The Climate Justice State and Local Policy Manager will support cohorts of NPNA members working on state and local policy related to equitable climate resilience and disaster response, immigrant inclusion in the just transition to clean energy, green workforce development programs for immigrant communities, and our emerging work around Welcoming and Climate Resilient Cities.

Roles & Responsibilities

Policy development and campaigns
• Provide technical support to member organizations as they develop and advance local campaigns for immigrant inclusion in climate policy including, but not limited to, green workforce development, language access in climate resilience, home energy subsidy programs, and blended welcoming and resilience initiatives.
• Develop whitepapers, reports, webinars and other resources to highlight model policies and strategies and spread them through the NPNA network and immigrant rights movement.
• Work with NPNA’s Cities and Counties for Citizenship (CC4C) network to develop innovative policies that promote welcoming infrastructure as a key part of climate resilience.
• Support NPNA members to engage in Blue-Sky planning processes and campaigns for just and equitable recovery following climate-disasters.
• Engage partners from the climate/environmental movement in campaigns for immigrant inclusion in climate policy.

Facilitating a community of learning:
• Convene and facilitate NPNA’s Just Transition working group to share learnings, scale model policies and coordinate action.
• Host webinars and share resources to spread learnings to the broader NPNA and immigrant rights community.
• Represent NPNA and the immigrant inclusion agenda in coalitions and campaign spaces like the Green New Deal Network and the EJ MAX table.

Advancing narrative and communication strategies
• Work with NPNA’s communications team and consultants to elevate stories of immigrant inclusion and immigrants and refugees leading resilience and Just Transition efforts.
• Develop narrative strategies to frame welcoming newcomers as a core part of planning for climate adaptation and resilience.

Organizational development
• Participate in fundraising efforts through the development of materials, funder meetings, reporting, etc.
• Support major NPNA events like the National Immigrant Inclusion Conference, Member Summit, staff retreats, etc.
• Support with other core operational duties as necessary.
