Western Resource Advocates’ (WRA) Western State & Federal Energy Policy Fellowship is an unparalleled opportunity to work with one of the premiere energy policy organizations in the Western United States to both shape and seize opportunities created by new policy action at the federal level. The Fellowship presents a unique opportunity for individuals interested in pursuing a career energy and climate law or policy to gain experience in the intersections between state and federal policy efforts. The fellowship lasts for a term of one year.
This position will track federal policy proposals, identify areas where WRA’s subject-matter experts can provide helpful state-focused information or analysis to assist in the development of federal policy, and assist in the development of briefings and communications documents to share information between our Interior West states and federal policymakers. Working side-by-side with WRA’s Clean Energy team, this fellowship will work within a broader, multi-organization coalition to identify opportunities for Interior West states created by new federal action, help inform Western federal policymakers of clean energy and climate policy successes from the Interior West to inform federal policy development, and identify state-level climate and clean energy policy efforts that could be boosted with additional federal support or resources. The Fellow will report to the Clean Energy Program Director, with opportunities to learn and grow while working with other clean energy professionals.
This position has the option to work remotely in the states in WRA’s region, from one of WRA’s six offices, or in a hybrid of the two. WRA has offices located in Boulder, CO; Denver, CO; Salt Lake City, UT; Phoenix, AZ; Santa Fe, NM; and Carson City, NV. Other remote working options within the U.S. may be considered for the right candidate. WRA employees are encouraged to work remotely during the COVID-19 pandemic. The supervisor of this fellowship is based in Denver, CO.
RESPONSIBILITIES AND ACTIVITIES
Coordination of State and Federal Efforts
- Participate in coalition meetings on the topic of state and federal clean energy and climate policy coordination.
- Proactively identify opportunities for WRA to assist the coalition with the development of policy briefings or educational materials, with a focus on the power sector.
- Serve as a hub for communication between the coalition and WRA’s policy experts.
- Track and research federal policy developments related to clean energy and climate policy, with a focus on the power sector.
- Identify key opportunities for WRA to influence implementation of federal policy at the state level.
- Assist WRA staff in the preparation of policy briefings or educational materials, with a focus on the power sector.
- Must be at least 18 years old.
- Excellent analytical skills.
- Educational or professional background in economics, public policy, law, or related disciplines.
- Familiarity with climate policy, utility regulation, clean energy technologies and/or the electricity sector.
- Strong written and oral communication abilities.
- Comfort and skill in communicating with a variety of policymakers, constituencies, and audiences on an array of technical topics.
- Ability to build relationships and collaborate effectively.
- A strong commitment to WRA’s mission and vision.

SALARY AND BENEFITS
The salary for this position is $52,000 annually. WRA’s excellent benefits package includes health, dental, and vision coverage, a 401(k) retirement plan, life & disability insurance, sick leave, 3 weeks paid vacation leave, and an RTD EcoPass if the fellow is based in the Denver/Boulder metro area. WRA’s offices are closed December 25 – January 1. Position is full time non-exempt.
