Program Overview

Zero-emission trucks and buses are increasingly available and capable. EDF aims to transition trucks and buses in the U.S. to zero-emission solutions by 2050. The stakes are huge.  Though trucks and buses represent fewer than 5% of all vehicles, they account for 28% of climate pollution from road transportation and 57% of the soot from vehicles. The next several years are critical to lock in a pace of transition to achieve our goal. We have opportunities to put in place national and state-level policies that set long-term standards with a clear timeline for transitioning to zero-emission vehicles; help leading fleets gain an understanding on how to effectively operate zero-emission trucks and set clear transition plans; and secure investments to strategically deploy charging infrastructure necessary to support these vehicles and help reduce upfront cost barriers.

State and federal legislation and regulation will be the single most important factor in this transition.  The technology and appetite to transition to zero-emission vehicles is there – but political leaders need to demonstrate clearly that there is political will and that they recognize the importance of addressing transportation pollution in a rapid, equitable, and cost-effective manner. In short, a suite of ambitious, complementary policies will be needed to bring a zero-emission future to fruition.

Overall Function

The Senior Policy Analyst, Vehicle Electrification will be a fundamental part of ensuring that states and the federal government are aware of and poised to adopt policies that facilitate a transition to 100% zero-emission trucks and buses. The person will leverage the expertise of EDF to craft cost-effective, sustainable, and equitable solutions.  Through this role, this person will collaborate with key external partners, including community leaders, state and local policymakers, utilities, and others to advance policies that support truck and bus electrification and progress near-term truck and bus deployment projects.  The Senior Policy Analyst will report to Director, Vehicle Electrification & Senior Attorney, responsible for shaping zero-emission truck and bus strategy in priority states and at the federal level.

Key Responsibilities

The Senior Policy Analyst will directly assist in shaping and implementation of key solutions to advancing zero-emission truck and bus policy across the nation.  The specific responsibilities for this position will include:

  • Analyze state and federal policies with an eye to fit with EDF priorities.
  • Provide recommendations on how to strengthen state and federal policy and how to achieve a beneficial outcome.
  • Work with colleagues across teams to ensure that transportation-related policies and any responses to those policies are reflective of the best, legal, economic, and technical expertise at EDF.
  • Represent EDF in meetings with other stakeholders, including representatives from  local, state, and federal government; non-governmental organizations; community-led organizations; and industry.
  • Manage policy campaigns within select states
  • Support partnerships with local community organizations.
  • Build effective counterarguments to opposition of key policies.
  • Craft persuasive factsheets that clearly lay out a case for adoption of a particular policy.
  • Track the development of key legislative and priority efforts.
  • Stay up to date on research and reports that are beneficial to advancing EDF’s priorities.
  • Contribute to advancing diversity, equity, and inclusion and justice within EDF and through our work.
  • Represent EDF at conferences and with media.
  • Deliver written and oral testimony on behalf of EDF.
  • Additional relevant responsibilities as assigned.
  • Participates in advancing EDF DEI goals in which people from all backgrounds and experiences feel connected, included, and empowered to address the environmental and organizational challenges in alignment with EDF values


  • A minimum of 4 years of experience working on policy, including demonstrated engagement with industry, regulators, elected officials, and other public-interest stakeholders.
  • Basic understanding of regulatory and legislative structures at a national and state level
  • Experience interfacing with a range of stakeholders, such as community leaders, companies, industry trade associations, and policymakers.
  • Ability to deploy and integrate science, law, economics, and advocacy tools to initiate and win positive environmental change.
  • Strong written and oral communication skills
  • Demonstrated ability to effectively communicate technical and policy findings to colleagues, policymakers, other stakeholders and allies, journalists, and the general public.
  • Demonstrates self-awareness, cultural competency and inclusivity, and ability to work with colleagues and stakeholders across diverse cultures and backgrounds
  • Detail-oriented, organized, self-starter able to adapt to frequent change and prioritize effectively under constant deadline pressure.
  • Excellent strategic thinking and judgment.

  • Bachelor’s degree in relevant field
  • Legal or policy experience preferred

The pay range for this role is 66,000 - 73,000 USD which takes into account factors such as candidate experience, skills, training, internal team equity and local norms.
