The mission of the Department of Environmental Protection (DEP) is to enhance the quality of life in our community by protecting and improving Montgomery County’s air, water, and land in a sustainable, innovative, inclusive, and industry-leading way while fostering smart growth, a thriving more sustainable economy and healthy communities.
DEP is seeking to fill a Program Manager I position to provide outreach and education in support of the initiatives of the Watershed Restoration Division Clean Water Montgomery programs (www.montgomerycountymd.gov/water).
Key responsibilities include, but are not limited to:
- Promoting awareness of Watershed Restoration Division and Clean Water Montgomery programs using social media (Instagram, Facebook, Twitter, YouTube, Nextdoor, and LinkedIn) and maintaining content for Clean Water Montgomery website pages and blogs.
- Promoting awareness of Watershed Restoration Division and Clean Water Montgomery programs using a variety of outreach platforms, such as, social media, videos, public service announcements, blogs, bus ads, bus shelters ads, digital ads, print, etc.
- Coordinating and collaborating with DEP’s communication and outreach staff on Earth Month (April), Chesapeake Awareness Week (June), Water Quality Awareness Month (August),holiday campaign (Oct-Dec), and other events, messages, and engagement activities.
- Developing and producing creative outreach/engagement campaigns focusing on clean water and that engages marginalized and underserved communities, diverse, multilingual audiences, and youth.
- Representing the Watershed Restoration Division and the department at community events, including assisting with organizing GreenFest, Agricultural Fair, PARKing Day, partner events, and organizing and running H2O summit.
- Developing, managing, and implementing the programs and outreach and engagement for the Storm Drain Art and Marking program, Catching the Rain Stormwater Awareness Geocaching, Salt Wise, and other water quality campaigns.
- Coordinating outreach tracking for reporting.
- Managing and recruiting volunteers for Stream Steward program.
The ideal candidate likes working with people, is engaging, creative, and has a desire to interact with Montgomery County’s residents who have diverse cultures, backgrounds, and experiences. The candidate should have passion for environmental protection and knowledge of water quality issues, and experience with outreach and engagement campaigns, marketing, communication, website content, social media, and program management.
Bilingual applicants are encouraged to apply. If the candidate selected for this position possesses multilingual skills, they will be required to successfully pass an examination assessing oral communication, reading comprehension, and interpreting skills. For Advanced proficiency, the candidate must also pass an examination requiring translating text.
The successful candidate will have a passion for environmental protection and an interest and desire to work with Montgomery County’s diverse population, as well as the ability work both independently and on a team and collaborate and engage with others to develop successful campaigns.
This position requires possession of a valid driver’s license and the ability to drive a County vehicle to attend off-site outreach events, transport materials, meet with residents, attend meetings with other jurisdictions and agencies, and perform work at locations outside of the office, which includes locations throughout Montgomery County that may not be accessible via public transportation.
Occasional evening or weekend work outside of normal business hours may be required.
To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

Experience: Considerable (3 years) of professional experience in environmental education and outreach, environmental protection communication, marketing, and engagement, or professional experience in environmental science, water quality, watershed restoration program management, with an emphasis on outreach and education.
Education: Graduation from an accredited college or university with a Bachelor’s Degree.
Equivalency: An equivalent combination of education and experience may be substituted.
There are NO Preferred Criteria Assessments. All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Those applicants who meet minimum qualifications will be rated “Qualified”, placed on the eligible list, and may be considered for an interview. Employees meeting minimum qualifications of the same grade or higher will be placed on the Eligible List as a “Transfer” candidate and may be considered for an interview.
Preference for interviews will be given to applicants with experience in the following:
- Demonstrated expertise in providing creative and engaging environmental outreach, education, and engagement campaigns.
- Knowledge of water quality, watershed management, and environmental protection.
- Excellent written and verbal communication skills, understanding of social media management and strategy, experience with collaborating with technical program staff to tailor messages to diverse, multilingual audiences, and comfortable with making and appearing in videos.
- Experience with public speaking, marketing, and networking with a variety of audiences, including people and youth with diverse cultures, backgrounds, and experiences.
- Experience and enthusiasm working with marginalized and underserved communities. Flexible, dynamic, outgoing, and engaging, with strong interpersonal skills, and can forge new partnerships that bridge people and organizations.
- Ability to work on a team and independently and has excellent time and task management skills.
