The San Francisco Public Utilities Commission (SFPUC) is a Department of the City and County of San Francisco and consists of three essential service utilities: Water, Power, and Sewer. We are the third largest public utility in California, working in eight California counties, with a combined annual operating and capital budget of nearly $2 billion.

 

The PGA team is looking to fill four key positions on our dynamic team. The PGA team is responsible for SFPUC's public policy and political strategy at the local, state and federal level around water, wastewater, energy, climate change, infrastructure financing and workforce development. We work effectively in a fast-paced environment, often managing complex and impactful policy issues and projects with multiple moving parts. Our team is working remote through at least June of 2021.

 

Senior Policy and Government Affairs Analyst

The Senior Policy and Government Affairs Analyst is a mid-level role responsible for a broad range of work including policy analysis and development. We are looking for this person to help lead legislative strategy, coalition building, and agenda setting, particularly as relevant to the SFPUC’s Power Enterprise, including its Community Choice Aggregation (CCA) program, CleanPowerSF. This position will work closely with the CleanPowerSF team, CalCCA (the CCA statewide trade association), elected officials and their staff, and external stakeholder groups on policy and legislative issues related to SFPUC operations. The right candidate should thrive in fast-paced and quickly changing environments, be an excellent written and oral communicator, and have experience in the areas of public policy development and advocacy, especially relevant to clean energy and the California legislature. Political savvy and ability to successfully work in teams are also a must. The salary range for this position is between $101,036-$122,798 annually and the ideal candidate should have at least four years of relevant experience, in addition to a baccalaureate degree, or three years of relevant experience with a relevant graduate degree.

 

Policy and Government Affairs Analyst -- State/Federal

The Policy and Government Affairs Analyst for State/Federal will provide both analytical and administrative support for policy and government affairs work at the state and federal levels. This position will support a variety of important policy work impacting the SFPUC’s work in water, wastewater, power, and infrastructure by tracking legislation, drafting policy materials, collaborating with subject matter experts to analyze policy impacts, and working with internal and external stakeholders, including SFPUC executives, to help advance SFPUC policy priorities. The salary range for this position is between $86,684-$105,378 annually and the ideal candidate should have at least two years of relevant experience, in addition to a baccalaureate degree, or one year of experience with a relevant graduate degree.

 

Junior Policy and Government Affairs Analyst -- Local/Regional

The Junior Policy and Government Affairs Analyst for Local/Regional will provide analytical and administrative support for policy and government affairs work at the local and regional level. This position will support a variety of important policy work impacting the SFPUC’s work in water, wastewater, power, and infrastructure by drafting local legislation and policy materials, tracking legislation, collaborating with subject matter experts to analyze policy impacts, and partnering with internal and external stakeholders, including at the SF Board of Supervisors, to advance SFPUC policy priorities. The salary range for this position is between $63,986-$80,132 annually and the ideal candidate should have at least one year of relevant experience, in addition to a baccalaureate degree.

 

Public Service Aide

This temporary entry-level or transitional position will support the SFPUC’s Policy and Government Affairs team on a variety of policy and administrative tasks related to legislation and special projects at the local, regional, state, and/or federal level. The Public Service Aide will work on a broad range of water, wastewater, power, and infrastructure policy issues and projects in a fast-paced, dynamic environment requiring quick response times and the ability to adapt to shifting priorities. This is a great opportunity to dip your feet into policy and advocacy at all levels. This position is paid $23.93/hour.
