Project Manager, Program Team, U.S. Department of State, Office of Global Change, Bureau of Oceans and International Environmental and Scientific Affairs (OES/EGC)

Support the U.S. Department of State, Office of Global Change, Bureau of Oceans and International Environmental and Scientific Affairs (OES/EGC).  The Office of Global Change is responsible for implementing and managing U.S. international policy on climate change.  The Program Team develops and monitors climate-related foreign assistance programs in line with OES and Department policies to achieve climate outcomes. This is a contractor position.

Location: Washington, DC

Duties:

  • Support the OES/EGC Program Team to develop and monitor funded programs in line with OES and Department policies to achieve climate outcomes;
  • Manage, in compliance with policy, a set of projects that may consist of grants, interagency agreements, transfers, and/or contributions designed to achieve U.S. international climate objectives;
  • Engage with OES/EGC climate technical experts to support adaptation, sustainable landscapes, clean energy and cross-cutting projects, as assigned;
  • Collaborate with the recipients of funded programs to ensure successful implementation of projects, including drafting written reviews of implementer reporting, conducting monitoring calls and site visits, budget reconciliation, and capturing indicator outcomes;;
  • Review implementer spending in keeping with approved budget categories and in keeping with budget narratives;
  • Execute processes for the procurement of funded agreements;
  • Lead data analysis and visualization tasks to underpin program portfolio statistics and tracking, which may include budget, process, and/or outcomes data;
  • Contribute to the design and oversight of external evaluations of funded projects; and
  • Other duties, as assigned.

Minimum Qualifications:

  • Bachelor’s degree plus five years of related work experience or Master’s degree with two years of related work experience;
  • Experience managing projects and budgets and/or climate-related activities;
  • Knowledge of climate policy issues and international climate organizations;
  • Proven ability to identify, network, and strategically engage with diverse groups;
  • Excellent teamwork, organization, and time management skills;
  • Experience conducting research, collecting, or tracking data and results;
  • Experience conducting and/or managing evaluations of projects;
  • Strong background in visualizing, presenting, organizing, and designing data sets;
  • Willingness to initiate projects independently;
  • Excellent interpersonal and oral communication skills;
  • Willingness to occasionally travel domestically and internationally.
